The President said, "The constitution has met all the needs that are assumed for the modern human and are supposed to be implemented in the Islamic society; All the needs in the fields of social, economic, cultural, political, internal and external relations, institutions and structures necessary for the progress of the country have been observed in this law".

All needs of contemporary human considered in constitution of the Islamic Republic/ Imam Khomeini possessed theory and doctrine of Guardianship of the Islamic Jurist in contemporary era

Speaking on Sunday morning at the "Second National Conference on Responsibility for the Implementation of the Constitution", Dr Seyyed Ebrahim Raisi stated that everything we have towards the Constitution originates from the wise measures and guidance of Imam Khomeini (RA), his memory and all those who played an important role in the drafting and approval of this national covenant".
The President described and specified the constitution as what the Supreme Leader of the Islamic Revolution interprets as the glorious manifesto of the Islamic Revolution and the embodiment of the revolution and its lessons, adding, "The constitution has taught us the foundation of laws and regulations and the communication between different departments and the basis of the Islamic system, the organisation and structure of the Islamic system".
Dr Raisi stated that the issue of the Guardianship of the Islamic Jurist has been mentioned in the works of all major jurists since the beginning of the period of ijtihad jurisprudence in the 4th and 5th centuries of Hijri, and added, "Perhaps there are differences in the extent of the expansion of the jurisprudence in the topics of different jurists, but the principle of the Guardianship of the Islamic Jurist has appeared in the works of all jurists".
The President stated, "Of course, other jurists did not discuss this topic as much as our great Imam did, and therefore, we can consider Imam Khomeini as the owner of the theory and doctrine of religious authority in the contemporary era, which was made available to everyone in the form of a book on Islamic governance".
Dr Raisi pointed out that the theory of Guardianship of the Islamic Jurist with the structuring of Martyr Beheshti and other experts of the constitution became a symbol of the constitution and said, "The constitution has met all the needs that are assumed for the modern human and are supposed to be implemented in the Islamic society; All the needs in the fields of social, economic, cultural, political, internal and external relations, institutions and structures necessary for the progress of the country have been observed in this law".

Dr Raisi added, "Politicians in the world usually listen to the people and the people's vote, but in the eyes of the Constitution, Imam Khomeini and the Supreme Leader of the Revolution Islamic and basically in the system of the Islamic Republic of Iran, the view of the people is derived from the true belief in their rights".

Emphasising the importance of public votes in the formation of various parts of the system of the Islamic Republic of Iran, the President stated, "The first responsibility of officials is to try to fulfil the constitution, and therefore, the constitution should be seen in the form of a comprehensive and not a selective matter in its implementation".

The President said, "For example, our support for Gaza and Palestine is completely based on the principles of the Constitution, which considers the protection of the oppressed as one of the important duties of the Islamic State. Therefore, since the beginning of the victory of the Islamic Revolution, one of the basic principles and approaches of the foreign policy of the Islamic Republic of Iran has been to support the rights of the Palestinian people and to recognise this issue as the first issue of the Islamic world, and this principle is still standing and the developments in the political situation of the world and the tendencies of some in the region, will not change the basic principle of our foreign policy".

Dr Raisi added, "Today, thanks to the pure blood of the Palestinian martyrs, the veils have been removed and the legitimacy of the Islamic Republic's forty-odd-year position has been made clear to everyone".

Emphasising that there is no doubt that the blood of more than 6,000 children killed by the Zionist usurpers will bring down this fake, cruel and usurping regime, the President stated, "Be sure that the hand of divine revenge will rise from the blood of these oppressed children and will end the life of this child-killing regime".

Stating that the combined activity of the three economic sectors in the country can be very effective, Dr Raisi said, "Although many parts of the government's economic undertakings have been handed over to the private sector in the form of implementing the policies of Article 44 of the Constitution, efforts should still be made to reduce the government's administration".

The President added, "There was a wrong view regarding the implementation of Article 44, which considered it equal to mere handing over, but it was stopped with the emphasis and advice of the Supreme Leader of the Islamic Revolution. After handing over the economic sectors, the government should support the economic activists who have taken over the work".

Dr Raisi stated that this wrong view caused some transferred units to be closed or partially closed, and stated, "Today, this view has been corrected and the transfer is accompanied by support, guidance and supervision".

The President continued to list justice as one of the fundamentals of the Islamic Republic of Iran's constitution and said, "Justice is the most comprehensive issue in our religious culture, and today the closest action to the implementation of justice is to follow the law".

The President also considered the creation of social welfare and the elimination of poverty as important principles of the constitution and stated, "Every law and decision in the government and every action in different departments must have an annex of justice implementation".

Referring to his emphasis that the universities are the think tanks of the government, Dr Raisi clarified, "Make the subject of theses the adaptation of the actions and decisions of different departments with the implementation of justice and in this way monitor this issue in different fields".

Referring to the government's plan to build 4 million housing units, Dr Raisi considered it the country's need and the government's legal duty and noted, "Although in the past we had shortcomings in the field of housing construction and job creation, this government intends to use all its efforts to meet the country's need for housing and jobs, because if we don't do this, the country will lag behind".

Pointing out that according to the announcement of the relevant authorities, job opportunities in some provinces have increased more than the number of employed people, the President said, "Our country has many capacities".

At the end, the President addressed the representatives of different countries in this meeting and stated, "Our basic principle is to strengthen the policy of neighbourhood and relations with Islamic countries, aligned and neighbouring, and in line with the pursuit of this policy, we shake the hands of all those who want to cooperate with the Islamic Republic of Iran are warmly".
