The President described the success of the programmes and the realisation of the goals set by the government in the provinces dependent on the employment of capable, transformational and committed managers and said, "Markazi province should achieve growth and progress in accordance with its unique industrial and mineral capacities".

Speaking on Friday evening at the meeting of the Administrative Council of Markazi Province Ayatollah Dr Seyyed Ebrahim Raisi stated, "During the past 43 years, efforts have been made to develop this province by using these capacities".
Ayatollah Raisi stated that reaching the desired level of Markazi province's situation depends on the transformational approach and jihadist action, and noted, "Everyone in his area of responsibility should use all his efforts to solve the problems of the people. Our presence in the provinces is to create maximum coherence, coordination and convergence to solve people's problems".
Emphasising the importance of management's role in creating real transformation in the country's administration, Dr Raisi added, "To create real transformation, resources, structure, expert work and other administrative requirements are also needed, but experience has shown that the most effective role in this direction belongs to management".
The President stated that the people, the Supreme Leader and the families of the martyrs expect us to identify problems and issues with a spirit of jihad, design solutions to solve them, and seek to solve them with a revolutionary spirit, saying, "Another requirement for success in solving the country's problems is the effective fight against any kind of corruption, discrimination and unhealthy administrative relations".
The President described the most important component of the power of the Islamic Republic of Iran to be the pious people present at the stage and noted, "The more the confidence of these people in the efficiency of the administrative system and the mechanism of the country's administration increases, the more this component of power will be strengthened".
Dr Raisi further emphasised the need for managers to have a justice-oriented spirit and strive for the fairness of the structure and system of the country's administration and said, "In the second step of the Islamic revolution, we should try to rely on the experiences of the first step and also take advantage of the system of thoughts of Imam Khomeini (RA) and Supreme Leader".
Continuing his speech, Ayatollah Raisi stated that most of the demands raised in this meeting were considered in the travel resolutions and stated, "Of course, it is natural that due to limited resources and facilities, we cannot address all the needs and issues of the province at the same time, and therefore the priorities have been identified".
The President stated, "Markazi province is one of the industrial hubs of the country and basically it should not be concerned about employment. Units like the solar panel production unit that we visited today are examples of the realisation of the slogan of the year and are symbols of the country's national pride".
Dr Raisi considered faulty and unprincipled handovers in the past periods as one of the important reasons for the stagnation of some industrial units in Markazi province and noted, "The main problem that we observed today in visiting some production and industrial units in the province was the management problem".
The President cited unhealthy administrative relations as one of the reasons for problems in handing over production units to the private sector and said, "Unhealthy relations in any administrative system is one of the worst problems. I urge the country's intelligence officials to review and report on the problems encountered in the transfer of production and industrial units of Markazi Province within a maximum of one month".
Ayatollah Raisi stressed that the existence of unhealthy administrative relations is in no way what should be seen in the system of the Islamic Republic, and urged the relevant officials to deal with this matter quickly and seriously and, wherever they reach certainty, to announce the names of the violators to the people".
Dr Raisi also referred to the non-implementation of the Arak air pollution reduction comprehensive plan in this meeting and clarified, "If this plan is flawed, it should be fixed as soon as possible. The Department of Environment is responsible in this field and should follow up on the matter".
