President Rouhani unveiled the Charter on Citizens’ Rights at the Conference on Constitution and People's Rights on Monday and ordered government employees to fully implement the charter, asking all academics, groups, artists, distinguished figures and media to help promote and strengthen citizens' rights.

Imam Sadiq (AS) was the imam of freedom of speech and held free expression tribunes, said the President, adding: "Imam [Khomeini]'s eight-point decree should be fully implemented in the society".

Stating happiness over being able to fulfil one of his promises to people, Dr Rouhani said: "Charter on Citizens’ Rights is being published in the month of mercy, knowledge, constitution and Imam [Khomeini]'s eight-point decree".

An Islamic state is nothing except for the rule of law, said Rouhani, stating: "The Prophet [Muhammad] did not violate God's law even slightly".

Describing the Holy Quran as the book of law, he also said: "No one, no group and no media is exempt from the law. Everybody has equal rights before the law and it recognises no 'favourites'".

We have always sought the Prophet and Imam Ali's justice in our Islamic Revolution, said President.

"Revolution has not finished until we have discrimination, corruption and arrogance. I will stand by all my promises made to people until the last day".

He went on saying: "I have stood by my promises regarding the youth, women, and religious and ethnic minorities".

I have promised the Iranian nation to save the economy of our country, said Dr Rouhani, adding: "I am happy that today, people are witnessing single-digit inflation rate, 7.4% growth in the first half of the current year and 700,000 jobs".

The President of the Islamic Republic of Iran also went on saying: "I promised to save our country's economy from collapsing and that centrifuges continue spinning and factories start working".

The 8th generation and the most modern centrifuges, first generation of which we had at work, are working today, he continued.

Dr Rouhani added: "After centrifuges, nuclear propulsion system will soon start working".

He also described Charter on Citizens’ Rights as a great step in implementing the Constitution and said: "The President is vested with the duty to implement the Constitution".

He also said: "Some do not tolerate hearing some articles of the Constitution" and added that the President has sworn to support people's fundamental rights.

'Charter on Citizens’ Rights' is tantamount to the plan and guideline of the government based on the authorities given in the Constitution, he continued.

Dr Rouhani also said: "The government was committed to implement the rule of law from its very day in office. Charter on Citizens’ Rights is the result of opinions taken from lawyers, experts and the public, and has the potential to evolve".

The government considers itself responsible to observe every single article of the Charter, he added, saying: "I invite all branches of the State and institutions to fully implement the Charter on Citizens’ Rights".

Saying that all individuals have equal rights in the Charter on Citizens’ Rights, Rouhani continued: "Observing the rights of the citizens brings social integrity".

"The Islamic Republic of Iran has the potential to use all legal achievements around the world within its cultural framework," he added.

"Government employees should fully implement the Charter," Dr Rouhani went on saying, and added: "All academics, groups, artists, distinguished figures and media should help promote and strengthen citizens' rights".
