In an interview with Italian Corriere della Sera newspaper:

President expects last days of 2015 to be the time for the implementation of JCPOA

Rouhani, in an interview with Italy's Corriere della Sera newspaper here on Friday said: "As Iran and G5+1 are still engaged to do their own commitments for the implementation of JCPOA, the end of the current year can be the due time for the implementation of the agreement with lifting the economic, bank and financial sanctions against Iran".

"Based on the agreement, Iran has successfully passed behind an important stage of legally meeting its obligations in this regard and has started the preparatory stage for the implementation of the agreement which I think we’ll get to the implementation day at the end of the year", he added.

Answering to the Italian reporter's "Is Americans side behaving well and doing its best to fulfill its own part of the deal? and "Which part of the sanctions will be lifted till December?", he said: "During this period, the European Union, the United States and the other 5+1 countries must meet their own commitments to the extent that all the economic, bank and financial sanctions must be lifted on implementation day".

Answering the reporter's question of whether American side’s good behaviour and doing its best to fulfill its part of the deal, and “which part of the sanctions will be lifted till December?”, he said: "During this period, the European Union, the United States and the other 5+1 countries must meet their own commitments to the extent that all the economic, bank and financial sanctions must be lifted on implementation day".

To other questions on "which sanctions will be first removed" and what will be Iran's reaction if US Congress imposes new sanctions" Dr. Rouhani replied: "As we agreed there must be no new sanctions against Iran from the G5+! Side afterward and Iran also does its commitments in this regards. If any side violates its commitments, the other side is not obliged to stick to its own commitments, therefore Iran will not go through its commitments in case of any failure from the other side".

When asked by the reporter: "How will the US and Iran ties change? while nowadays, we see even after the JCPOA, some Iranians still cries out some slogans of "Down with USA" in Friday prayers? Do you yourself consider USA as a "Great Satan"? Do you expect some day in future the US Embassy opens in Tehran?", he first described JCPOA and "relation with USA" as two totally different issues and said: "According to JCPOA which is a very agreement, Iran pledged its commitment to do away with some concerns of the G5+1 and the group  also has some other commitments such as to recognize Iran's legitimated nuclear right and remove all sanctions previously imposed on the nation".

"But Iran's difference with USA is a long standing historical issue which had been started after the victory of the Islamic Revolution. As Americans stated they will lift only those sanctions which are related to the nuclear issue", President stated.

Rouhani described the mechanism of the implementation of JCPOA as vital to create a new future and said:"It is important to see how the agreement will be implemented, because it will lay the foundations for a lesser tension with the US, as well. So in case of Americans failure to meet their nuclear deal commitments, they should not expect any changes in our relationship and the ties will certainly be the same as before."

Answering to another question about the Iranian government's approach to some new arrest of a US citizen in Iran, including a journalist, an action considered by many people as a hostile actions of those who oppose any improvement in the relationships with Washington, Rouhani said: "Millions of foreign citizens annually come to Iran and leave it, and there may be many reasons for a judiciary system to arrest some people based on its own concerns, therefore the action should not be considered a political action or be related to political issues".

"Of course, there are different political opinions in Iran as well as in other free and democratic countries, but we respect the rights of the foreigners who live in Iran", he added.

Rouhani said: "Although someone may have been arrested in Iran because of some problems, but the same things have happened to some Iranians who are in the US prisons, as well".

The reporter also asked: "You have recently criticized some domestic media and described them as secret agents, but the Chief Justice harshly reacted to it and denied the allegations, thus, do not you consider the reaction as a sign of a great confrontation between you and others? Do not you think there is a great confrontation in your country about the way forward? Are not they pushing the reforms back and endangering the reformation process in the country?

"There is no confrontation for sure and certainly the reform process is not facing any problem. But, I as the President and the one in-charge of the execution of the constitution, if see any deviation from constitution and feel any misconduct in its principles, am duty-bound to notify and have to alarm the case", he replied.

"Because the duty is above all and all departments and organizations should take the notices for granted, even if opposing them", he added.

President Rouhani was also asked: "Iran has been invited for the first time after seven months of Syrian conflict, to contribute to the diplomatic efforts of the US, Russia, Saudi Arabia and other countries to solve the country's crisis? What solution do you think is acceptable and practical?

He answered: "Although for the first time, the great countries and those of the regional ones with opposing approaches to the conflict are sitting down at the same table, but it is by itself an important sign for a convergence and well proves that solutions to regional conflicts can be found by working together".

"Dr. Rouhani described the Syrian issue as a very complex one and added that: "We cannot expect to solve the Syrian conflict shortly after a few rounds of negotiations, but I consider it as a new opportunity and a way forward to solve the issue not through military ways but a political solution. I think the first step taken in this regard can be an important one, as well".

Answering to another relevant question as "Is the coalition and cooperation of Russia and Iran a strategic partnership against terrorism?" President said: "Yes, it is an important and strategic partnership. As you know, Iran, Russia, Iraq and Syria have already reached an agreement to cooperate in the struggle against Isis. Russians are mainly concentrating on their operations in Syria, maybe in the future they will continue their operations in Iraq, too".

"As Isis is a threat to the whole region and others too, including the European Union, I think it is vital for all countries to fight against this terrorism", Rouhani stressed.

Answering a question "If the death penalty is an effective way to counter crime?, he said: "Punishment should principally be only a deterrent and an effective admonishing lesson for all to be away from any guilty of crimes. Although all other kinds of punishment such as: fining, are also under question, if they are still effective or not, But in every country the criminal code is related to their domestic rules, some countries retain the capital punishment, some others don’t". Rouhani said.

"But, capital punishment in Iran is applied only for those illicit drugs traffickers who are continuing their illegal business due to the long common border with neighboring Afghanistan. Then, If we abolished the death penalty we would enhance their dangerous drug trafficking up to the European countries, as well", he added.
