President in a meeting with the President of the European Council:

Sanctions were wrong from the very beginning; Europe suffered the most loss/We are ready for developments in relations with Europe and promote our cooperation

President Hassan Rouhani said in a meeting with the President of the European Council Donald Tusk late on Saturday that sanctions were wrong from the very beginning and continued: “We should plan for bringing about significant change in multilateral relations between Iran and Europe on the basis of common interests”.

President Rouhani said: “The members of the EU bore the most loss in the sanctions era and we should revive and expand relations in the new era in a way that it compensates for the past “.

Rouhani underscored the swift and precise implementation of the JCPOA in the course of developing ties and said: “Administrative measures and preparation of the lifting of sanctions requires serious momentum on the part of all parties, especially the EU”.

Speaking about the past relations with the EU and stressing the need for cooperation in solving regional issues, Dr Rouhani said: “We have always had good and traditional relations with the EU, especially with some of the member countries and these ties need to be revived and strengthened again”.

“Although the European countries have sent delegations to Iran, but we should plan in a way that immediately after the post-deal era execute programs in the economic, trade, cultural, scientific, educational, and technological” added the President.

He further added: “The second phase is the way Iran and EU can cooperate on other areas such as regional issues, and in fact the deal between Iran and 5+1 has generated a hope for these countries to take fruitful steps in important issues with coordination and consultation”.

Describing the sanctions as being a huge scourge in the region, Dr Rouhani said: “If no solution is found for the issue of terrorism, it can spread to other regions as well”. Citing the inhumane terrorist acts in Syria, he continued: “If we all agree that the biggest problem in Syria is terrorists’ activities, it will be easier to find a solution since for the fight against terrorism, we will have no choice but to strengthen the central government there”.

The problem with Syria is that some countries have misunderstood the priorities and the Islamic Republic of Iran is ready to confront this big issue by consultation and upon reaching an agreement on this, cooperate, said Rouhani.

In this meeting, Tusk underscored the need to expand ties between Iran and the EU and said: “Lifting of sanctions means choosing cooperation over confrontation and interests rather than tensions”. He further talked about the nuclear agreement and added: “The EU exerted its full effort in reaching the deal and this deal is the first step for developing cooperation”.

“The process of quick implementation of the nuclear deal is not simple but hard and with determination of the parties and EU’s contribution, ultimate success will be available” said Tusk.

He further continued: “The EU needs Iran’s cooperation and we cannot win over the problems without you”.

Speaking on Syria, Tusk said that he agreed on finding a joint priority in Syria and voiced readiness to discuss issues with Iran in order to reach a mutual understanding.

“The EU is ready to engage with Iran to stabilize the region and that is because terrorism is no longer a regional issue and it has become a global one and we are completely ready to discuss with Iran and that is not just a slogan” said Tusk at the end.

The Iranian negotiating team, as well as the High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini took part in this meeting.
