Distinguished Heads of State and Government

Excellencies,

Ladies and Gentlemen,



I thank the God Almighty for hosting some of my best friends. I wish to extend my sincere gratitude to the esteemed Heads of State and Government and distinguished guests and other honorable officials from the Group 15 Member States.



Distinguished Participants,

You are well aware since our last meeting till today many important events have taken place in the economic, political and security arenas.

However, the economic events were much more taken into consideration by the authorities of the states and media, but the chain of events in political and security fields are very important and enjoying or paramount significance.

Maximum consumption oriented economy and greater benefit and relevant economic structures, not only in practice faced failure, but also in the test of honesty and fulfillment of obligations and code of conduct, failed. It became evident that creation of paper properties and its complicated networks and interest based economic relations, not only have caused further problems, but it rather turned into channel for transfer of the wealth of nations to the treasury of the capitalists and similarly it led to the transfer of the problems of certain number of States to other nations.

All these events led to the real collapse of the international economic regime and thus more than tens of billion US dollars damages were imposed over the world economy. The most serious effects of it were emerged in the poor countries which resulted in further expansion of poverty and food crisis. Other countries also suffered heavy loses in this respect.

Following these events and given the facts that the global economy is based on the capitalistic liberal and free-market theories, these theories in practice were defeated and it led to further distrust in the existing international economic structure.

Also it became evident that the existing crisis in the western capitalist center how rapidly affected the other countries of the world. This unique phenomenon made the states move towards further economic independence upon the existing economic system, and reform of the previous structure and establishment of a new international economic regime and system.

The States within the capitalist block by passing over the main liberal and free-market economic red-lines and signs and also by severe interference and presenting macro supportive packages such as nationalization of certain great economic institutes and bodies brought about inefficiency and failure of liberal economy. Still the tranquility and trust have not returned to the various economic markets and it is evident that with temporary relievers we can not bring real treatment. As we can see, today other signs of new economic crisis have been emerged in Greece and European stock exchange markets. In case of temporary containment of the crisis, still the root causes of the basic problem, including injustice and unilateral existing economic system, will continue to exist.

In the security and political field, the existing economic regime faced inefficiency and failure.

Regarding Afghanistan, presence of more than one hundred thousands of NATO military forces, have led to further insecurity in the region and this crisis has further extended to Pakistan.

The security situation in Iraq also has not yet improved.

The sad story of Palestine occupation and displacement of millions of Palestinians, who are living in the refugee camps at present, waiting to return to their homeland, is still continuing.

Gaza was destroyed following an unjust imposed war. Many peoples were killed and others faced food and medical shortages. The neighboring countries are facing Zionism regime’s repeated threats.

It is clear that security and political structures are not able to create sustainable security.

The UN Security Council after the Second World War acts on the basis of reactionary laws and thus has lost its efficiency and credit in the eyes of the people of the world. Some of its permanent members are still living in the atmosphere of 65 years back and expected that other states and people of the world to obey them.

Their presence in the Board of Governors of IAEA, prevent them from fulfilling their real mandate vis-à-vis achieving disarmament, non-proliferation program and assisting members in using nuclear energy for peaceful purposes.

All the world now is exposed to the threat of use of nuclear weapons and possession of nuclear weapons and threat to use them, have openly included in the agenda of certain countries.



Distinguished colleagues and dear friends

Today every one knows that continuation of the existing situation is not possible and if it persists, the problems will be aggravated. Therefore a united understanding and quest has been formed for making fundamental changes and developments in the world.

Today, no one questions this fact that the world shall be managed with uniformed structures and regulations. Therefore, on one hand, we need to review and identify the real reasons behind the failure of the existing structures and, on the other we need to identify the characteristics of the required proper structures and regulations.

Presently the existing global structures are based on materialistic philosophy. According to the materialistic philosophy, full diminution over all the world affairs and wealth, profit, and maximum pleasure and power has been set as the prime target and they must be realized using all possible ways and means. Telling lies, making deceit, exercising propaganda, exercising political and economic pressures, adopting monopolistic policies, lack of transparency, exercising military power, using even weapons of mass destruction and nuclear arms, interference in internal affairs of other countries, prevention of progress and prosperity of nations, onslaught against cultural and ethical values as well as geographical borders, use of prerogatives, making unjust and discriminatory approaches and ….all are permitted based on this philosophy and the policies for diluting the ethical and spiritual values and human dignity in the social relations are widely adopted when it is required.

Within this philosophy we can talk of ethical values, human rights and freedom as long as it does not endanger the maximum materialistic interests and it is just used as a political means against others.

Based on this philosophy the worst behaviors against human beings and the most violent dictatorship are permitted and practicing multi standard policies and behaviors is possible whenever it deems necessary. Slavery, world wars the first and the second and other conflicts in the previous century and in the early of the present century have caused by the same philosophy.

It is quite clear that we can not expect those structures based on the materialistic philosophy to render honest and clear services to the human beings.

Today exercising fundamental changes in the current status and establishment of new structures have been turned into a public quest for all and the collective will now is moving in this direction. The new structures are needed to be regulated within theoretical and philosophical views based on the trust in the kind and wise Almighty God; the God who is kind and who invites everyone to kindness, friendship and passion; the Almighty who is just and invites everyone to justice; the Almighty who values the human being and invites everyone to observe human dignity and rights.

We were all creatures of the Almighty God and no one is superior over others unless in purity, honesty and piety.

The structures desired by the human beings shall be established based on ethics, justice, purity, frankness and protection of the human values and rights. Then no selfish and bullying power will be permitted to sacrifice the nations’ interests for their own individual and collective desires, hurling the world towards insecurity and turmoil using force instead of logics, wisdom and justice.

Distinguished friends

The first precondition for realization of such philosophy is promotion of cooperation, interaction and collaboration among our governments and by extent all governments who wish to join us in this process. We need to prepare the ground for just participation of all parties in the world management.

It is proposed that given the remarkable intellectual, cultural, scientific economic and political capacities of the member states, a permanent committee comprising representatives of the member states to be assigned to produce the relevant theoretical frameworks for exercising changes and based on these frameworks introduce their strategies in order to be included in the G15 agenda after adoption by the Heads of States.

I wish also to make the follow suggestions in this respect:

1- Given the fact that the current world status requires us to promote our integration in all international and regional affairs more than ever before, it is proposed that an advisory committee to be established with presence of foreign ministers in order for them to follow up the relevant issues by holding regular meetings.

2- Given the existing challenges in the world economy, we further need to rely on the remarkable resources and huge capabilities of the member states. Therefore it is proposed that the specialized industrial, agricultural, banking, energy, new technological committees to be established in order for them to consider different desired areas for cooperation and make joint decisions in the relevant areas. Establishment of the joint bank, making business on Barter basis, use of certain currencies or domestic currencies and … may also be included in the programs.



In conclusion, I wish again to extend my sincere thanks to the Heads of State and Chiefs of Cabinet and other top ranking officials as well as all the distinguished participants and avail myself of this opportunity to hand over presidency of the meeting to my distinguished brother H.E Mahinda Roja Paksa, President of Sri Lanka.

Extending my congratulations to His Excellency Roja Paksa, I hope the G15, during His Excellency presidency, to make strides towards establishment of justice, peace and friendship in the world as well as promotion of cooperation among the member states in reaching its sublime goals.
