President Hassan Rouhani said in this meeting, "In his recent speech on Eid al-Adha on removing barriers to production, the Supreme Leader explicitly mentioned the need to form a task force under the supervision of the leaders of the three branches to eliminate the barriers and make a surge in production under the responsibility of the First Vice-President".

Dr Rouhani said, "In his speech, the Supreme Leader mentioned reforming the budget structure, reforming the banking system, facilitating investment and employment, and improving the business environment as the main missions of this council".

The President added, "Since the beginning of its formation, the Coordination Council of the Heads of Branches has organised macroeconomic issues, including some parts of the budget restructuring, in accordance with the Supreme Leader's instructions, the results of which can be seen in the 1399 budget not relying on oil revenues".

Dr Rouhani stated that the government has removed borrowing from the central bank from the government's agenda, adding, "The government has used the policy of issuing bonds to provide construction credits and recently the central bank has implemented a money market mechanism that can play an important role in organising the money market".

"Last year, the Plan and Budget Organisation presented a plan to reform the budgeting system, and this issue is more serious this year," said Rouhani.

The President said, "The Eleventh and Twelfth Governments have also taken important steps in reforming the banking system, and the organisation of unauthorised financial and credit institutions was one of the most important steps, which was spent a lot of effort and this great problem is properly managed and solved".

Dr Rouhani added, "The merger of the banks of the Armed Forces was also one of the issues emphasised by the Supreme Leader, which was done as another important step in reforming the country's banking system properly".

Dr Rouhani pointed out that great work has been done in the field of job creation and attracting capital and good decisions have been made in this regard in the meetings of the council, and specified, "Determining the completion of unfinished projects has been another concern on the agenda of the council, and a lot of work has been done to organise it, but bigger steps need to be taken".

The President continued, "In the field of attracting and retaining capital and facilitating investment conditions, we have many complexities in the country's administrative system, so far many efforts have been made to eliminate these complexities".

Dr Rouhani emphasised, "The Economic Coordination Council of the Heads of the Branches, as a multifaceted body, can play an effective and constructive role in removing the complexities and cumbersome mechanisms for attracting domestic and foreign capital".
