Describing the reports delivered in the meeting promising, Dr Rouhani added, “Ministry of Roads and Urban Development is a big organ with heavy responsibilities”.

I still believe that separation of ministries of ‘Roads and Urban Development’ and ‘Industry, Mine and Trade’ is essential, he said, adding, “Therefore we reached the conclusion that these two ministries should be separated, each forming two separate ministries”.

Dr Rouhani also said that transportation and urban development sectors must be separate ministries, adding, “During sanctions, commerce should be a separate and active ministry”.

The President also said that the government had sent the proposal to the parliament for separation of ministries, saying, “We hope that with regard to the heavy responsibilities that the two ministries have, we can witness them offer better services”.

I appreciate the previous ministers’ efforts, said Rouhani expressing hope that the new ministers work harder and cooperate more seriously with the government and other ministries to overcome the economic problems and sanctions with more ease.

He also stated that, “Development of rail transportation must be a priority to serve people’s safety,” adding, “About 20 per cent of country’s railways have been constructed in this government”.

Stating that, “Railway development is essential for its transit benefits,” he continued, “We are determined to develop this sector more than before”.

He added, “Today, we need to renovate roads, transportation system, railways and locomotives, and that will increase people’s welfare, save the environment and provide better safety”.

The President of the Islamic Republic of Iran also went on to say, “Rail connection with neighbouring country should be prioritised”.

“In Chabahar Port, we have reached 2.5 million tonnes of cargo a year to 8.5 million tonnes,” said Rouhani, stressing that Chabahar Port connects a part of the continent to Central Asia, Caucasus, Russia and Europe.

Underlining air transportation and its importance, he said, “Currently, 80 per cent of our air travels in our country is being made through 10 major airports”.

The President also said, “Not letting foreign investment in means killing opportunities,” adding that without cooperation with foreign banks, our expenses will be 20 per cent more expensive.

Stating that those who chant slogans against FATF should pay the price, he continued, “It is not acceptable for somebody to chant a slogan in an organ or institution, while the slogan is not explained to people”.

“Being in place or not, the Joint Comprehensive Plan of Action (JCPOA) should be explained to people; they should know how much benefits its existence has, and how much losses its non-existence can have,” he added.

Dr Rouhani also underscored stricter supervision on construction and the housing sector, saying, “Our buildings’ short lifetime and vulnerability to earthquake is the result of weak construction technology and supervision”.

“Urban Reconstruction Plan contributes to safety, welfare and economy of families,” he said, adding, “Housing construction should be carried out by the private sector with tougher supervision”.

He also went on to say, “We don’t need constructors, we need developers who give people safe and inexpensive housing”.

“This government has never touched the base money for resolving problems,” he said, adding, “Providing water is the most essential thing in the housing sector and urban development”.
